1,293 Frontier AI Workers Call for “Pacing”, What the Statement Actually Asks

A cross-lab statement asks the U.S. government to help develop international tools to deliberately pace automated AI development. It does not call for an immediate halt.

A live statement titled “Pacing the Frontier” now displays 1,293 signatories from frontier AI companies. Its central request is not a ban, an immediate pause, or a company policy. It asks the U.S. government to support an international effort to develop the technical and governance tools that could deliberately pace the frontier of automated AI development if that becomes necessary.

The distinction is the story. In a field where no company or country wants to slow down alone, the signatories are asking for a coordinated option to “buy time” for security, oversight, and risk response—not claiming that every use of AI should stop today.

That last row matters. The site says comments are made in a personal capacity and do not necessarily represent any company’s views. The statement was published by employees, with organizational support from the independent nonprofits Guidelight AI Standards and Encode AI. It is not an OpenAI, Anthropic, Google, Meta, or U.S. government announcement.

Who signed

The count is live and can change. At publication, the site showed 1,293 employees and listed senior researchers and executives among its signatories, including Anthropic CEO Dario Amodei, OpenAI Chief Scientist Jakub Pachocki, Anthropic co-founder and Chief Science Officer Jared Kaplan, and Google DeepMind co-founder and Chief AGI Scientist Shane Legg. Their participation makes the statement noteworthy, it does not turn it into a binding lab commitment.

“AI leaders demand a shutdown” misstates the request. People with different employers and roles are co-signing a narrow governance proposal because voluntary restraint is costly when a rival can continue.

Why “pacing” is harder than it sounds

A credible pacing system would need at least four parts that can be inspected rather than merely promised

  1. A shared threshold. What capability or deployment condition would trigger intervention? A vague claim that a model is “too powerful” is not operational.
  2. Measurements that cannot be easily gamed. Evaluation, reporting, and technical monitoring have to track real capability and risk, not just a score that labs can optimize around.
  3. Verification and security. Participants need evidence that competitors are following the same rules, while the system must not expose sensitive model details or create a target for theft.
  4. International legitimacy. A mechanism that only constrains one jurisdiction can change the competitive landscape without solving the underlying risk.

The statement does not supply a finished design for those problems. It asks for the work of building one. That makes it an agenda-setting intervention, not a ready-to-enforce policy.

How it relates to existing governance work

The request also lands in a world where governance efforts already exist. OpenAI’s May Frontier Governance Framework describes its own approach to risk assessment and mitigation across cyber offense, CBRN risks, harmful manipulation, loss of control, security management, incident response, and external input. That is a company framework. “Pacing the Frontier” asks for something broader, international capacity to deliberately slow frontier-wide progress under serious conditions.

Those ideas can coexist, but they are not interchangeable. Company-level preparedness can improve a lab’s practices today. A cross-border pacing mechanism would need shared thresholds, credible verification, and a way to deal with competition between companies and countries. The latter is substantially harder.

What builders should take from it

Most developers can keep adopting useful tools while building workflows that remain governable. Keep task state, deployment controls, audit logs, permissions, evaluations, rollback paths, and incident playbooks outside the model’s own prose. Do not give an agent broad production authority just because it can complete an impressive demo.

Governance becomes practical at the workflow level

  • Require scoped permissions and explicit approvals for irreversible actions.
  • Keep testable definitions of done for agent-generated changes.
  • Log the inputs, tools, outputs, and human approvals behind consequential work.
  • Run adversarial and failure-case evaluation before expanding an agent’s access.
  • Make it possible to pause, roll back, or route around an automated workflow without losing the project record.

These practices do not settle international AI policy. They keep your deployment from depending on blind trust in a rapidly changing model or provider.

The honest bottom line

The statement records 1,293 verified employees, including unusually senior figures, publicly asking for a coordinated capability that private actors would struggle to create alone. It does not establish a settled scientific forecast, a signed international agreement, or a pending shutdown order.

The useful question is not whether one finds the idea comforting or alarming. It is whether the people building increasingly capable systems can define measurable thresholds, build verification infrastructure, and agree on what happens when a threshold is crossed. The statement asks for the option. The hard work is making that option real without making it arbitrary or ineffective.
