GitHub Adds Team-Level Copilot Model Policies

GitHub Enterprise can now set a company baseline and grant optional Copilot models to selected teams in public preview.

GitHub is previewing user-based model access policies for Enterprise customers with Copilot Business or Copilot Enterprise. Administrators can set a baseline for the enterprise and grant additional “Optional” models to selected enterprise teams. GitHub says most enterprise customers will see the preview opt-in on August 3.

How the policy works

Each model can be Enabled for everyone, Disabled for everyone, or Optional for assignment to enterprise teams. Access is least restrictive across a user’s teams. If any one team grants a model, that user can use it everywhere under the license supplied by that enterprise.

When Enterprise teams mode is enabled, enterprise and team settings replace organization-level model settings. GitHub allows rollback during the preview, but admins should prepare assignments before flipping the switch.

Why team-level access is better than one global list

A security team, mobile team, and research group do not have identical needs. Team policies let an organization pilot a frontier model with trained users before widening access. They also let finance or platform teams restrict costly options without blocking a group that has a measured use case.

Three preview risks to plan for

  1. Least-restrictive surprises. Membership in one experimental team can grant access beyond the admin’s mental model.
  2. Policy cutover. Organization settings stop applying after Enterprise teams mode is enabled.
  3. License provenance. A user in multiple enterprises is governed by the enterprise that assigned the Copilot license currently in use.

Export current policies, map team membership, define owners, and test with a small group. Model access should be paired with usage budgets and task-specific evaluation. Availability is not the same as approval for every repository.

Bottom line

GitHub’s preview brings Copilot model governance closer to how people work. The value depends on disciplined membership and documented defaults. Treat team assignments as access control, not as a casual model-picker preference.
